The local environment plan (LEP) is not subject to strict rules. Its task is to convince the council and the state government department (and eventually the minister) that the zoning etc. needs to be altered to allow the development to go ahead. This comprehensive LEP format applies the same format to each discipline. They all think that their particular science makes them unique, but, if you can convince them to adopt this simple model, it makes the planner's job easier, and therefore increases the likelihood of the success of the instrument.
An interesting document. The Researcher is planning to brief the Minister and the Head of Department on a "problem" related to SMEs at the "State" and at the "Industry" level. This needs to be as "brief" as possible whilst containing all the necessary information for the key players to be "across" the problem. This particular Briefing Note relies heavily on ABS 2006 and ANSIC classifications.
Dealing with the council in Australia often involves a statement of environmental effects, or a development application, in which all aspects of the proposal are discussed to allow passage through the council. This document contains a model of the likely headings and a compliance checklist.
