This strategic plan is assumed to be accompanied by a range of separate technical evaluations including technical, business impact, risk, costing and funding. This means that the basic strategic plan can concentrate on the economics/politics; the circumstances (both wide and narrow) that have lead to the new plan, the alternatives available and the initial reasons for adopting one strategy over the others. When the other reports are done this document is then upgraded to provide a strong argument for adopting one alternative over all others. The strategic plan is completed by those at a sufficient level to be aware of the history and the issues. It could be accompanied by a formal Statement of Requirements.
