Letter of rejection -you're great but else is better - can I hand you on?

This letter of rejection is for someone who was in the final group from which the appointment was made but in the end someone else was offered the job and has accepted the position. This person was our alternative choice should the other person not have accepted the position and we ask him/her if we can hand him/her on in case something else turns up? Includes policy on Privacy Act and return/destroy application.
